The Sim Lian Group secured the opportunity with an exceptional bid at the tender closing on July 18 2023, winning the very competitive bidding procedure for the private home site at Jalan Tembusu. A combination bid of $828 million ($1,068 psf ppr) from well-known developers City Developments Ltd (CDL) and Frasers Property was just defeated by Sim Lian's aggressive $828.8 million bid, or $1,069 per square foot per plot ratio (psf ppr).

This 99-year leasehold Jalan Tembusu site, which measures 221,436 square feet and has a gross plot ratio of 3.5, is located in the exclusive District 15, right off Tanjong Katong Road. The property has the capacity to accommodate about 840 residential units, with a maximum gross floor area (GFA) of 775,034 square feet.

Located across from this prime location is the soon-to-be Tembusu Grand development, a collaborative effort between CDL and MCL Land. They acquired the land in January 2022 for $768 million, or $1,302 per square foot per parcel, after receiving eight offers during the tender phase.

[Source: URA] "The government land sales (GLS) tender reflects the judicious approach adopted by developers amidst economic uncertainties, escalating construction costs, and interest rate fluctuations," states Lee Sze Teck of Huttons Asia. Lee speculates that the high amount and current interest rates would have discouraged bidders from participating.

Sim Lian's decisive bid of $1,069 psf ppr for soon to be Emerald of Katong signifies a 17.9% reduction compared to CDL and MCL Land's $1,302 psf ppr for the Tembusu Grand site, and a 20.8% decrease compared to SingHaiyi Group's $1,350 psf ppr for Grand Dunman site, secured in a land tender in June 2022.

"The variance in bid prices could be attributed to recent policy adjustments concerning floor area harmonisation, implemented from June 1, 2023. It may potentially resulting in reduced efficiencies," says Justin Quek of OrangeTee.
